Do I need a licence or a reseller agreement?
No. You buy the cards, they are yours, and you resell them at whatever price you want. There is no application, no fee and no contract.

Is there a minimum order?
The smallest pack is 10 cards, so you can try it without committing. Most resellers move up to 100 or 200 as soon as the first businesses buy.
Do the cards arrive pre-programmed?
They arrive blank and ready to program. You or your client points the card at a Google review page in about a minute using any free NFC app. That one minute is also the best demo you can give an owner.
